Roberta J. Garland, FCAS, MAAA
Roberta J. Garland
Roberta Garland is responsible for the actuarial consulting practice of Garland Actuarial LLC. She brings a broad range of business experience to her clients.
Roberta earned a B.A. degree in mathematics, cum laude, from Fordham University. After graduating from Fordham, Roberta joined ISO (Insurance Services Office) in New York City where she worked on rate-making, statistical reporting, and regulatory filings. From New York, she moved to California to join Fireman’s Fund Insurance Companies. At Fireman’s Fund she had responsibility for reserving, directing the preparation of state rate filings, evaluating credit risk in the reinsurance portfolio, and developing workouts of troubled reinsurers. Roberta was appointed Assistant Vice President, and Corporate Reserving Actuary for the Fireman’s Fund Insurance Companies.
Prior to founding Garland Actuarial, Roberta was a consulting actuary with Arthur Andersen, serving clients in the U.S., Europe, and Asia. She has extensive experience in risk evaluation and reserve analysis for corporate clients, reserve analysis and statements of actuarial opinion for the insurance industry, regulatory filings, and in the evaluation of mass tort and other liabilities. Roberta is experienced in litigation support, and in providing expert witness testimony in legal proceedings.
Roberta is a Fellow of the Casualty Actuarial Society, and member of the American Academy of Actuaries. She has served on numerous CAS committees including the Examination Committee, the Committee on Ratemaking, the Committee on Volunteer Activities, and the Long Range Planning Committee. In addition she has served as Chair of the Ratemaking Seminar and served as the CAS Liaison to the American Academy of Actuaries. She is past President of Casualty Actuaries of the Bay Area.

Harry T. Garland, Ph.D.
Harry T. Garland
Harry Garland is responsible for the management and systems consulting practice of Garland Actuarial LLC. He holds a B.A. degree in mathematics from Kalamazoo College, and a Ph.D. degree in biophysics from Stanford University.
Harry has served on the faculty of Stanford University and as assistant chairman of the department of electrical engineering. He was co-founder of Cromemco, Inc. and served as president of the company for twelve years. During this time, Cromemco became a leading computer systems company, and a major supplier of mission planning systems to the United States Air Force. Following the sale of Cromemco, Harry joined Canon as vice president of Canon Research Center America, a position he held for eleven years.
In addition to his work at Garland Actuarial, Harry is very active in the community. He is a member of the Board and President Emeritus of Industry Initiatives for Science and Math Education, and is Trustee Emeritus of Kalamazoo College. He is the author of three books, and has been awarded 20 U.S. patents.

Eva R. Garland, Ph.D.
Eva R. Garland
Eva Garland specializes in environmental applications of actuarial science. She holds a B.A. in Chemistry from Columbia University and a Ph.D. in atmospheric science from Caltech.
Eva has held faculty positions at Westridge School in Chemistry and Mathematics, and at North Carolina State University in Chemistry.  Her scientific research on the impact of gaseous and aerosol species on the atmosphere has resulted in multiple publications and invited talks.  Her numerous awards and honors include an EPA STAR Graduate Research Fellowship, the Ahmanson Grant for Creativity for authoring an A. P. Chemistry Laboratory manual, and a Certificate of Merit Award from the American Chemical Society Division of Environmental Chemistry.
